The Arab regimes perceive Iran as the bigger threat than Israel, that much is certain. but it doesn't mean that the ignorant masses in the streets, share their regime's view. that's why while behind the scenes, they more or less work with Israel, but on the domestic level, still use Israel as the boogeyman. even Egypt, which has a peace treaty with Israel and some common strategic goals, still vilifies Israel on the domestic level.
